The difference between the penalties was a discussion myself Al and Jon had it was felt that only the qb can be affected by bad throws 99.9% of the time although I’m sure some random player will be picked off during the season.
Yes your right about about the 40 bonus but it’s simply a mechanic issue you can award only 40 plus or 50 plus it won’t let you break it down to exact yards but by having both hopefully it covers it really.

Yes the td on kick offs and punt returns is awarded to the player involved.

Exactly so shouldn’t the goal to be to try to even the positions out, I.e make sure that a team can’t win purely from having a top 3 pick and getting D.Johnson, L.Bell or E.Elliot, giving the double bonus points seems to me to scew the first round and make having a top pick even Moreno important
